This policy-oriented volume examines Ukraine’s wartime transformation in the fields of defense, energy, and security. It illustrates how a state under conditions of high-intensity warfare can nevertheless innovate, reform, and contribute to European and transatlantic security. The case studies are based on process tracing, policy analysis, and expert consultation, and draw on battlefield evidence, legal frameworks, and practitioner insights. The book outlines how historical lessons from the 2013–14 Euromaidan Revolution to the start of Russia’s full-scale invasion in 2022 have influenced Ukrainian society, and how they have prepared Ukraine’s “smart defense,” or asymmetric approach to warfare, positioning Ukraine as a source of innovation. The volume also analyzes the legal feasibility of seizing Russian state assets to support Ukraine’s reconstruction, identifying gaps in the UK’s and other allies’ current frameworks for action and proposing ways to reform them. The book examines the challenge of Russia’s “shadow fleet,” highlighting deficiencies in sanctions enforcement and maritime coordination across EU-NATO theaters. It also explores energy resilience in frontline communities, emphasizing decentralization, microgrids, and local governance capacity under wartime disruption as relevant examples for European communities to consider.
